Word Outlining assigns header styles 1-9 to the various outline levels. Is
it possible to make Word Outlining use my custom bullet styles 1-9, instead?

With bullets as well as numbering, you are running into something called
list templates (which have nothing to do with Word templates). See: How to
create numbered headings or outline numbering in your Word document
