Default Establishing lines in templated format

I am having problems aligning drawn lines of a template up to match the text
that is to be entered by the user. The lines are either to high or to low
leaving the input text unreadable. Is there some way to move the lines to
fit the text appropriately?

Default Establishing lines in templated format

I find it easier to use tables with my printed stuff in "cell A", then leave
"cell B" blank, "cell C" continue my verse, etc. then under borders/shading,
remove all borders EXCEPT "cell B", the blank one, where I leave the border
on the bottom.
