Im using 2003 Word. It automatically make the the cells in the columns the

Maybe you can get the effect you're looking for by Merging cells
vertically. Note that you can also set each cell individually to align top, center, bottom; left, center, right. (Table Properties Cell; and set cell margins in Options from the same panels).
