Default 2007 Table of Contents Option for Page Number Update Only Showing

When I select update Table of Contents, the message asking to update the
entire table or just the page numbers does not always appear. Does anyone
know what instance makes it appear/not appear?

Default 2007 Table of Contents Option for Page Number Update Only Showing

If you delete one or more headings, and then update the TOC, you won't get
prompted. Word has to make a full update to clear the items that no longer
exists in the document.
