Default Hebrew as supplemental language

I am a beginner. I am trying to add Hebrew as a Supplemental Language
(primary is English U.S.). Setup stalls and tells me that file ftlx041e.dll
is needed "from the Windows XP disc." This doesn't make sense to me because
XP came installed on my PC, but inserting the disc doesn't help anyway. The
Office disc has a ReadMe file for Hebrew, but it appears I haven't gotten far
enough along in the process for that to be useful. Help?

Try asking this in a more appropriate group, where you're more likely to find
someone with an idea on this. For example:
