Default Numbering decrease indent

I've got a fairly large outline (140+ pages) that when I use the decrease
indent to move up multiple levels, it wants to take everything above it up a
level as well. I've got another document (400+ pages) that I have no
problems with. What would be the difference between the two and is there a
way to fix it?
