Default text moves outside of locked form fields

I created and saved a form using text form fields. When I reopen the
document/form and start to type in the fields, the text outside the fields
continue to move. How do I stop it from moving when I am typing in locked
text form fields?

When you're setting up the form, create one or more tables and insert the
text and form fields into its cells. Click Table AutoFormat Fixed Column
Width to prevent sideways expansion. If you also need to prevent downward
expansion, click Table Table Properties Row and set an "Exactly"
measurement for the row height.
