I can't figure out how to insert comments into footnotes. It seems like you
should be able to do so -- it is horribly inconvenient that you can't!

You can't. That's just the way that Word is. I suppose, since comments and
footnotes both can be viewed in different panes, as well as by hovering the
mouse over the footnote mark or comment mark, the two different kinds of
annotation would tend to compete.

I attach Comments to the footnote reference mark, beginning the
comment with "In this note, ..." (don't give the number, because the
footnote numbering might change).

There is no way: Word doesn't allow you to add comments to either footnotes or endnotes. There are a couple workarounds you can use, however. One is to actually insert your comment in the main portion of your document, right next to your footnote or endnote reference.Quordle game
