Default how do I file a complaint against ex-employer

he took too much when he garnished me, didn't pay the garnishment and didn't
give my money back to me.

Completely off topic for this group. Try a search engine with search
terms that include the name of the political jurisdiction
(state/province/nation) you live in or the Usenet mirrors in Google
groups. If the garnishment was ordered by a court, the court clerk's
office might be able to direct you to someone that can help.
