Something about the formatting of some of my 2003 MS Word documents is making
the footer disappear. Margins look good, but there is no footer display with
section number, etc. Header shows. If I click on the bottom of the page in
"show header and footer" mode, I go back to text.

A disappearing header/footer is usually a symptom of document corruption.

When you View | Header and Footer, and the insertion point is in the header,
what happens if you click on the Switch Between Header and Footer button on
the Header and Footer toolbar? If the footer is still empty, you might not
be able to access it just by clicking in it.
