I would like it formatted as this:

I. Introduction.............1
A. Purpose...............1-3
B. Philosophy............3-5
C. Policy...................5-7

will word do this? (i remember years ago wordperfect could be set up that
way, but don't use that anymore.)

Word will not do that kind of ToC page numbering. You might be able to
fashion something using bookmarks and fields.

As Herb says, Word is not set up to do this, primarily for the reason that
it is pointless.
