Default Picture formatting in Word

What are the circumstances that a picture cannot be "sent to the back"? It's
not that it does'nt work; it does sometimes. In the case where it works, the
user can choose "Format Picture", then gets the option to choose send to
back, front, or Afghanistan!!. In this instance I just inserted a normal JPG
image, but the system does not allow it to be sent anywhere in 'Picture
Format"

You cannot change the order of an inline object. Right-click on
the picture, left-click on Format Picture | Layout, and choose
"float over text" (Word 97) or something other than "inline with
text" (Word 2000 to 2003). Then you can change its order.

What is the wrapping on the picture? If it is In Line With Text, you can't
change its position with the Order command, but you can change the wrapping
to Behind Text. Unless it's in a text box, in which case it must be inline,
and only the wrapping of the text box can be changed.

It isn't really necessary (any more) to put a picture in a text box in order
to wrap text around it, and you cannot wrap the text in a text box around a
picture in the text box, so the only good reason for putting a picture in a
text box is to keep a picture together with its caption. BUT Word can't see
a caption in a text box, so a frame is much more suitable for this purpose.
In other situations, it's better to just insert the "bare" picture and set
its wrapping.

Then there's the whole drawing canvas issue, which has similar
repercussions.
