Is it possible to insert an active hyperlink in a footer in Word?

It is possible but pointless, since users would have to be in the footer
pane to use it.

Default Inserting a hyperlink in a header or footer in Word

You can certainly insert a hyperlink in a header or footer, exactly the same
way you do it anywhere else in a document.
But you can't click it to activate it unless you first open the header or
footer pane. You can do that with View Header and Footer or by
double-clicking the header or footer area.

Default Inserting a hyperlink in a header or footer in Word

Suzanne and Jay has explained the problem with hyperlinks inside
headers or footers.

If what you want is a clickable hyperlink which appears to be in the
header (or footer), you can insert it into a frame or text box
positioned outside the top (bottom) margin. Of course, since the link
is not really inside the header or footer, it won't repeat on all
pages.
