The I've inserted page breaks in my document; now parts of my table of
contents has renumbered.

I assume you're referring to paragraph numbers rather than page numbers
(which you would reasonably expect to change). This will be because the page
breaks have taken on the style of the heading that follows them (which
includes numbering). Instead of using manual page breaks, format the heading
itself as "Page break before" (Format | Paragraph | Line and Page Breaks).
