I have a large labels document. I have deleted some of the addresses and am
wondering if there is a way to close up the gaps that were created by
deleting the address? I am using Office 2003

Exactly - so you need to change it into a data file so that you can remerge
without the gaps.

I went through and did the instructions on this website
(http://www.gmayor.com/convert_labels...mail_merge.htm) and when it came
time to convert back to table I was not able to. I clicked on
table--convert--both options were grayed out.

Yes. I tried it with the list selected, with it not selected, and with only
the first one selected.
