Default Resetting margins on page layout - Word 2003

When I open a new Word document there is no vertical margin on the page. I
try to reset it in "page layout" but it shows that there is a margin of
2.54cm. I've tried altering it slightly and clicking default, but it happens
again every time I open a new document. Can you help?

It's really quite useful once you understand it. I used to use Normal view
for most documents; now I tend to use Print Layout with the white space
hidden, which gives the same uninterrupted text flow but is more WYSIWYG.
