That would depend on which version you are using.
With 2003: Tools/Letters and Mailings/Mail Merge... Go through the wizard (Labels, choose layout) and on step 3 choose Type a new list and click the Create button Many people use existing Excel spreadsheets or Outlook Contacts lists also.
