Default Virtual line counts versus physical line counts

I am working with a program called Dictaphone and in this program the line
count for Dictaphone is different than what is in Word 2007. How does Word
2007 count their lines virtual or physical and what is the difference between
virtual and physical line counts.

Lines are a vague concept in Word dictated by text flow. Word does not count
blank spaces between paragraphs as lines if they are created by paragraph
spacing attributes.
