All our documents are page numbered, without numbering on page 1. I can't
get a watermark (trying to get a DRAFT watermark) on all pages, and still
exclude numbering on page one.

Different first page setting for header and footer. Put the watermark in the
header/footer for the first page as well as for other pages.
