Default How do I set up the scrolling text web tool in microsoft word 2003

I am creating a web page from a Word document. I am attempting to add
scrolling text. I get an error message that the document was created as
MARQUEE and to add scrolling text I need to make sure program has been
installed correctly, not changed or whatever. I need to know how to get web
tools turned on in the program.
