Default Letterhead template starts with page 2

I've saved a template for my letterhead, but no matter what I do, Word thinks
the first page is page 2; the second page shows as 3, etc. This makes it
impossible to use page numbers, as they are always off by 1.

Thank you for your help!

On the Header and Footer toolbar, click Format Page Number and make sure
that the "Start at" number is set to 1. Better still, set it to "Continue
from previous section," which is the default for single-section documents.
