Default Undoing a particular action

In the dropdown menu arrow next to the undo button there is a list of all the
recent actions available for undo. Is it possible to undo just one action
which is not the last one? For example, undoing only action no. 22 whilst
leaving action no. 21 and action no 23 as is. Office 2003.

No. Selecting an item from the list undoes everything back to that point.
