Default word - formatting select all disabled. How to reenable?

also, why am I sometimes unable to move selected text to another location in
document?

Select All is enabled only if you have "Keep track of formatting" enabled on
the Edit tab of Tools | Options.

Are you trying to move multiple selections at once? Are you trying to move
text to an area where there isn't already text?
