Default header is not same as previous

In my Document (43 pages) I have many sections.
I have assgined all pages to be "same as previous" using "Link to Previous".
But in page 11 the function for header is not working while for the footer
is working!!.

Have you explicitly turned it on for all headers and all footers? Each
separate header and footer (First Page Header/Footer, Even Page
Header/Footer, Odd Page Header/Footer, or primary Header/Footer is
independent of the rest).
