Default Width of markup area / balloons

As far as I know, this is not possible. The point of balloons is that they
should be added to a page without affecting the line and page breaks, which
means that a different zoom must be used.

You could try changing the page orientation to landscape or choose the
option that lets Word do so when using balloons, and see if that suits your
needs.
