Default Track Changes Won't Turn Off

Well. Actually it does - Mostly. We've received a document, accepted and
turned off Track Changes. Close/open the document and TRK is still off.

But. Delete any of the Headings and text disappears, however the Numbering
is tracked! For instance Heading 2 is set on 5 lines. Delete the first two
and the last three remaning line numbers show changed, but only for that
grouping. So the new line 1 is in blue underline and it's old line 3 is
struckthrough. The second line has a blue 2 underlined, and red 4
strikethrough.

There's no doc protection, no custom fields in the properties...

Any idea?

That happens sometimes with numbered paragraphs. The next time you
open the document, it'll be fine.

Sadly. No. It's not alright. The numbers still appear with the track
changes and deleting other numbered lines do the same thing upon reopening.
