Default Speech Recognition Language Bar

Language bar won't display Dictation and Voice Command options. The
recommended fix:
"You may be using an Input Method Editor (IME) from a previous version of
Microsoft Office. Select another IME on the Language bar." is useless because
the language bar does not offer that option. I am using Windows Vista Home
Edition.
