Default javascript:HelpPopup not working

when I click on a link in help by use of office assistant, I get the message:
Help cant show you this procedure because the security setting in your
browswe is set too high, or the ZctiveX control.ocx didnt install correctly.
I have lowered my security setting, and have installed new Ouactrl.ocx
version 2.00.
Bus do still get the above message.
As I understand the bulletin from Microsoft, this help function should be
disabled.
But is is NOT.
And I want this help pop up to be working.
Any help highly appreciated.
