Default Possible to hide a *numbered* paragraph?

I would like to be able to hide optional paragraphs in my text (like Font
Hidden) but have it update paragraph numbering accordingly.

However, these are just variations, not revisions. Is there an alternative
to tracked changes that will hide and renumber but won't require accepting or
rejecting both the direct "changes" (hide/unhide) and the indirect changes
(bookmark reference field values)?

The document will be converted to PDF before distribution, so "stuff hanging
around" isn't a concern.

Hiding paragraph "A" does not cause paragraph "B" to become paragraph "A"--it
is still labeled "B", at least in Word 2003. Has this behavior changed in
2007?
