Default how do i convert a document so i can read it?

I am trying to download forms for the work opportunity tax credit. When I
click "download form" I am not able to read it.

Default how do i convert a document so i can read it?

Chances are that the document will be in PDF format. You need the free Adobe
Reader to view.
