Default Start enforcing protection greyed out

I found the message below that appears to be the same question I have. I'm
not using any Active X controls and the option is still greyed out. I tried
to find Doug's answer to Rita in another post, but couldn't. Can you help?

If the document that you are trying to protect is a mail merge main
document, you will not be able to do it.

Hope this helps.

It's not a mail merge document. Forgot to say I was in Access 2007, if that
makes a difference. Any other ideas? This is my first time working with
fill-in forms and it's frustrating. I worked through a tutorial which
included creating text fill-ins, numeric fill-ins, and drop-down fill-ins. I
wondered if any of those were Active X, but based on another message I saw
here I figured they weren't, since I inserted them from the Legacy option.
Even so, I deleted the fill-in fields and even then, the start enforcing
protection option was greyed out. Maybe because there weren't any fields?

Did you check the Mailings tab, Start Mail Merge and verify it indicates
it's a "Normal Word Document"?

Assuming that you have inserted only "Legacy Forms" (the top row of items
under Developer tab | Legacy Tools), there should be no ActiveX controls in
your document.

In the Restrict Formatting and Editing pane, did you remember to select
"Allow only this type of editing in the document" and then to choose the
"Filling in forms" option?
