I am working on a document that has this coding in red. What does it mean?

The symbol >>¶ in red is likely a formatting code that has been inserted into your document. It is possible that it was accidentally inserted or it could be part of a larger formatting scheme.
The > symbol is actually an HTML entity code for the greater than symbol (). The ¶ symbol represents a paragraph mark. So, when combined, >>¶ is essentially telling Microsoft Word to create a new paragraph with a specific formatting style. To remove this formatting code, you can follow these steps:

¶ is a paragraph mark, which indicates that you have nonprinting marks
displayed. You can hide them by pressing the ¶ (Show/Hide) button on the Standard toolbar (Word 2003) or on the ribbon (Word 2007). Text in red could indicate that someone inadvertently formatted the text in red color. However, if inserted text is underlined and deleted text is marked with a strikethrough, it is likely that Track Changes has been turned on. In Word 2007, you can turn it off by clicking Review tab | Track Changes | Track Changes. Then click Accept | Accept All Changes in Document. Another possibility that has been reported here is that a Hidden paragraph
mark has been formatted as red as a more striking visual indicator that it is Hidden. -- Suzanne S. Hmm, I believe combining hidden and red like that has been discussed earlier
