I am trying to find templates for concept maps that can go from a general
question to relevant topics and subtopics. I have spent time on this but have
not been successful.

not quite sure what you are referring to as a concept map. A Mind Map maybe?

ISTR a commercial AddIn for Mind Maps, but I can't locate it at the
moment. In theory, you can create your own SmartArt type. Though I
haven't felt the need myself to delve into that matter, so far:
