Default permanent footer

Is there any way to insert a footer into a word document permanently, so no
one else can edit it? Thanks

Not really -- the best you can do is discourage casual or accidental
changes. If someone is determined, you can't stop them.

You can try the solution at
http://www.word.mvps.org/FAQs/Custom...PlusHeader.htm.
However, to defeat it you would just have to set the macro security level to
Medium or High and disable macros.
