Plain text is exactly that -- no pictures.

If you want an HTML file, use the Save As choice of "Web page
(*.html)" and not "Plain Text". The pictures will be saved into a
subfolder with the same name as the document, and will appear in place
when the HTML is viewed in a web browser.

Try it and find out. I just did and the answer is that "html" and
"plain text" are mutually exclusive options. If you save as plain
text, you lose the picture. If you save as html, you don't.
