If you really want a blank, then just choose "2 pages per sheet" or "Book
fold" under "Multiple pages" on the Margins tab of Page Setup.

2-fold means 3 panels on each side -- maybe a pair of tables with five
columns (three wide, two narrow ones for the gutters) would be all she
needs.

The OP will have to tell us, but "2 fold" may not mean "three-panel." If it
does, I would use three newspaper-style columns. There are instructions for
a four-column Legal brochure at
http://word.mvps.org/FAQs/Formatting/UsingColumns.htm
