i have a policy that uses 1.1, 1.2 etc followed by 2.1, 2.2 etc followed by
3.1, 3.2 etc but i can't get the numbering to display automatically. I am
using Office 2007 Word and would appreicate it someone could help.

What kind of numbering? If you want to number your headings, the quickest
solution is to pick the "1 Heading 1 1.1 Heading 2 1.1.1 Heading 3" format
found at Home tab | Multilevel List.
