Default Paragraph References

I want to create a document where the paragraphs have a background reference
on the left hand side but these are not printed cannot be changed by the user
and remain static.

The idea is that a report is in Template form consisting of a number of
paragraphs which the user will delete the ones not applicable. The user will
then complete a check list in which they refer to the paragraph position
within the original template. The reference will remain static but as they
delete various paragraphs the document will shorten so in each case the
paragraph could have a different reference point form the previous report.
This can be seen in normal view but no references printed.
