Default Word 97 Spell Checker

I have a situation where correctly spelt words such as "to", "no", "not" are
getting underlined or treated as incorrectly spelt. This is happening for
various users. What should be the trouble shooting steps.

Ctrl+A to select the entire document, go to Tools | Language | Set Language,
and make sure the correct language is applied to the document.
