When I open a new document, the side ruler (for top and bottom margins) is
missing although the top ruler (left and right margins) is there okay. What
setting do I need to change to restore the top and bottom margin ruler?

I opened the normal template and it shows the side ruler. The problem occurs
only when I open a new document.
