Default tracked changes security Shared workspace

After sending a document to a shared workspace via Word 2003/send/Mail
Recipient (for Review), how can I allow all recipients to make changes and
comments, but not accept or reject these changes. I want to be the only one
user that can accept or reject changes.

I think you'd need to activate the protection in Word:
- Tools/Protect document (task pane appears)
- Activate the checkbox in section 2
- Choose the type of protection as "Track changes"
- You can optionally add a password
