Default Word 2003

When exiting Word 2003 the Normal.dot is not saving. Even when we force the
saving it does not save.

Do you have Acrobat 7? This is apparently "solving" its previous bug of
making Normal.dot "dirty" (saving every time) by preventing any changes at
all sigh.
