Default PDF use in Template

I have a letterhead in pdf format that I would like to insert into Word (and
lock it) so that I can create things like FAX Cover Sheet, Quote, etc.
I have Word 2003 and Adobe Elements on a XP Pro desktop.

Any help or suggestions would be greatly appreciated.

Word has no means to directly insert PDF images.
