Default PLS ALLOW USERS TO NEVER EVER SEE TRACK CHANGES

I am so sick and tired of constantly having to turn off track changes every
time I start up Word!

Right now, Word insists on displaying the stupid reviewing panel and insist
on showing me tracked changes - EVERY GODDAMNED TIME I START UP WORD

CUSTOMIZING TOOLBARS DOES NOT HELP
CHANGING THE NORMAL TEMPLATE DOES NOT HELP
