Default hyperlinks in webpages (the arrow and not the finger)

Now this seems a strange question to ask but when i update my webpage from
Word 2003 the hyperlinks whilst browsing it on the WWW, show an arrow (the
cursor) rather than the "finger" that usually associates with a hyperlink,
why does it do this?

The hyperlinks will appear active in a Word web page
when you Mouse-over if you use the
File=Save as Web Page-Filtered
but not with
File=Save as Web Page
