Default How do I stop headers and footers dimming on screen

I am producing Word documents to be posted on web. I need to create headers
and footers that are not dimmed for this purpose.

This is not possible in Word.

But, if you convert it to a PDF, there shouldn't be any "dimming" of the
headers and footers. Maybe that helps?
