Default justification new page bug

I have a problem when a paragraph splits to a new page. On the new page,
always under the centred page number, there's a large gap in the middle of a
justified paragraph. The gap appears only on the first line and all the rest
of the paragraph is justified correctly. It also prints like that. It looks
like this:

20. All disputes which shall arise between the Joint
Venturers in
relation to any matter whatsoever touching the Joint
Venture affairs shall
referred to the arbitration of two or more arbitrators, one
to be nominated
by each of the parties or their umpire pursuant to the
Arbitration Act 1996.

It's probably a leftover page number frame. See

FWIW, this problem is a lot easier to troubleshoot if you have text
boundaries displayed (Tools | Options | View), as then you see a dotted line
around the offending frame.
