Why are revisions highlighted in Word doc when "Track Changes" not enabaled?

Even if you are not actively tracking new changes, Word still always shows
changes that have been previously made as long as they exist in the doc. The only way to remove a change from a doc is to Accept or Reject it. Changing the View or Show options only hides the change, it does not remove it.
