Default blank fields in merg data file

Our address data may have 5 lines, but may have only have 3 leaving 2 with no
data. This changes the location on the page of the following data, the
following data must appear in a specified location from the top of the form.
How do I fix this?

Default

Insert a borderless table in document with fixed row height to contain the
merged information.
