Default What does 12 points of spacing before mean?

What does 12 points of spacing before and 3 points of space after?

Spacing between this paragraph and the next. Points is a measurement of
type/font. 12 is the most commonly used. So 12 before is just the same
amount of space as if you hit the paragraph return again, but you don't need
to.

You can see an example of this paragraph spacing in Word's built-in Heading
1 style. In the Format Paragraph dialog, notice that Spacing Before is set
to 12 and Spacing After to 3.

One point equals 1/72 inch, so 12 points equals 1/6 inch, which is the same
as typewriter "single" line spacing (6 lpi). An easy way to create a "blank
line" between paragraphs is to use Ctrl+0 (zero) to add 12 points space
before.
